With Oniryx, inheritance and registration duties enter the digital age: a look back at the RESU project at the FPS Finance

A team of experts has combined its skills to simplify inheritance and registration procedures, thereby strengthening compliance in service to citizens.

Since 2018, the Belgian Federal Public Service Finance (FPS Finance) has been working on the RESU project, an IT initiative to rewrite four outdated applications within the estate planning documentation system (DOCPAT).

This project is based on two main pillars: registration (RE) and inheritance (SU). A dozen Oniryx experts are part of this project, which is a strategic and crucial aspect of citizen service.

The RESU project aims to achieve several objectives, including:

Raising security and compliance standards

Improving the user experience by completely redesigning the application workflow

Maximizing automation to simplify certain processes. One of the most significant automations has been the creation of probate files based on death notices.

Given the scale and importance of this project, its implementation is being carried out in several phases.

The first phase involved the Flemish Region implementing real-time updates at the federal level.

Indeed, the Flemish Region was a pioneer in transmitting this sensitive information to citizens.

The next phase was the integration of the inheritance certificate management module, which is essential for unlocking the accounts of deceased individuals.

This has, among other things, required the implementation of a calculation module by competent region, the analysis of certificate requests provided by the Federation of Notaries, which, thanks to a new “interfacing” developed specifically during this phase for this purpose, and of course, the use and consideration of existing heritage documentation.

RESU has also been integrated with MyMinFin to facilitate the process, both for citizens by allowing them to submit their applications digitally, and for the ministry’s processing agents by optimizing their workflows.

Postal applications, on the other hand, are processed by the two scanning centers of the Federal Public Service Finance.

Following the implementation of the first two phases, the processing of applications was automated through the integration of the central register of wills.

For your information, this register contains all entries for the different types of wills and is populated directly by notaries.

This integration with RESU enables the automation of eligibility verification for processing applications for deeds/certificates of inheritance.

This automation was essential to allow the integration of the “fourth way,” a mechanism enabling the recovery of debts from the deceased and their heirs.

Faced with constant legislative changes, RESU has also had to take on the management of inheritance documents, essential for the liquidation of assets before the probate process. Today, RESU enables the Federal Public Service Finance to register these documents in full compliance.

Towards Regionalization?

At a time when there is talk of a complete regionalization of inheritance and registration taxes, following the announcement by the new Walloon government in its general policy statement (page 43), the Oniryx teams are already working in close partnership with the FSP Finances (Federal Public Service Finance) on the computerization of the receipt and processing of inheritance tax returns, including the calculation and collection of inheritance taxes.

Thanks to RESU, it is now possible to calculate registration fees and collect the amounts due in an optimized manner.
